Executive Summary
Commercial drone flying in Europe runs under one set of EU rules, applied across the EU and the EEA. Flights fall into three risk-based categories: Open, Specific and Certified. Any organisation that flies drones is a registered operator, responsible for its aircraft, its pilots and how it operates.

Open or Specific?
Many operators are further out than they think
Most drone work starts in the Open category: a small aircraft, kept in sight, below 120 m and away from people. Step outside any of those limits and you are in the Specific category, where the operation needs an operational authorisation from the aviation authority before it can fly.
Needing clearance to enter controlled airspace is a separate matter and does not by itself take you out of the Open category.

You need an operational authorisation as soon as any of this is true
- Your aircraft weighs 25 kg or more with payload fitted
- You need to fly beyond the pilot's visual line of sight
- You need to fly higher than 120 m above the surface
- You fly over people who are not part of the operation with anything heavier than 250 g, or over any crowd
- You carry dangerous goods or release anything in flight

How It Works
A structured path from where you are today to a compliant operation, in three phases, with specialist advice available whenever you need it.
Phase 1
Assessment & Gap Analysis
What we do: A thorough review of your current and planned drone activity against the regulatory framework and your practical operational needs.
Covers: Operator registration, risk classification of your flights, pilot certification, record-keeping, and the permits your operation requires.
Deliverable: A presentation and a short written summary of where you stand, with a recommended plan for the next phase.
Phase 2
Implementation
What we do: We make your operation fully compliant with the current requirements.
Covers: Drafting your operations manual and your safety and maintenance procedures where your category of operation calls for them, completing operator registration, preparing and submitting permit applications, and handling all correspondence with the national aviation authority on your behalf. In Iceland that means Samgöngustofa.
Deliverable: Your operations manual, where one is required, and the full set of documents scoped in Phase 1.
Phase 3
Operation & Follow-Up
What we do: Assistance, follow-up and support once you are flying, as the rules, your equipment and your operation evolve.
Covers: Ongoing questions about flights, permits and certifications, and keeping your documentation current.
Included: Phase 3 is part of the DATACT Enterprise subscription, drawn from your support hours.

Training & Equipment Advice
What we do: Specialist guidance on choosing the right aircraft and sensors for your use case, and on training and certifying your remote pilots.
Covers: Equipment selection, A1/A3 and A2 competency certification, and everything that comes with running a compliant flight programme.
